Carolyn Rogers

Superintendent and CEO, Financial Institutions Commission British Columbia

Carolyn is currently the Chief Executive Officer of British Columbia’s Financial Institutions Commission (FICOM). FICOM a regulatory agency of the provincial government that administers nine statutes providing solvency and consumer protection regulation in the insurance, credit union, pension, mortgage broker and real estate sectors. In addition to the role of CEO at FICOM Carolyn holds a number of statutory appointments, including; Superintendent of Financial Institutions, CEO of Credit Union Deposit Insurance Corporation, Registrar of Mortgage Brokers, Superintendent of Real Estate and Superintendent of Pensions.

Since joining DGIG in 1986, she has managed teams in corporate and operational underwriting, customer relations, sales competency development and, starting in 2012, claims. Her career path has provided solid and varied experience in property and casualty insurance.

Carolyn is the past Chair and current Vice Chair of the Canadian Council of Insurance Regulators (CCIR) and currently Chairs CCIR’s Ombudsman Oversight Committee. She is also a founding member and past Chair of the Canadian Credit Union Prudential Supervisor’s Association (CUPSA) and a member of the Canadian Association of Pension Supervisors Association (CAPSA). She was appointed to her current role at FICOM in June of 2009 and prior to that, spent most of her career in the financial services sector. She holds an undergraduate in Arts (Economics), an MBA from Queen’s University, an ICD.D and a CPA, CMA designation.
