Doug is the Deputy Superintendent of Insurance and Trust at the Financial Institutions Commission of British Columbia (FICOM), which has regulatory responsibility for credit unions and trust companies, insurance companies, pension plans, real estate, mortgage brokers, and the Credit Union Deposit Corporation. His area of responsibility is the supervision of authorized insurance and trust companies.
Doug was instrumental in the development and implementation of FICOM’s risk-based supervisory framework. This framework guides FICOM’s assessment of the financial soundness of small and medium size financial institutions and identification of issues that may adversely affect the interests of depositors, policyholders or trust holders.
Doug has also served as Chair of several working groups at the Canadian Council of Insurance Regulators (CCIR). He is currently involved with development of CCIR’s new market conduct regulatory framework.
Doug holds an undergraduate degree in Commerce and master’s degree in Economics from the University of British Columbia. He recently received his ICD’D from the Institute of Corporate Directors.
