Doug was born and raised in Halifax, Nova Scotia. He holds a Bachelor of Business Administration degree with a major in Economics and has been employed with the Province of Nova Scotia, Financial Institutions Division since 1980. He was appointed Deputy Superintendent of Insurance in 1996 and has just recently been appointed the Superintendent. Doug is a vice chair of the Canadian Council of Insurance Regulators and a member of the Industry Practices Review Committee.
Doug is married with three children and is very involved in the minor hockey community.
