Lee Spencer is the Assistant Deputy Minister of Emergency Management and Public Safety Division. Lee served in the Canadian Armed forces for 27 years before seeking out a second career with the Province of Manitoba and the Emergency Measures Organization. Lee held a number of leadership positions in the Emergency Measures Organization before assuming the role of Assistant Deputy Minister of Emergency Management and Public Safety Division in June 2014. Lee strives to create a whole of society approach to emergency management, emphasizing engagement at the community level and strategic alignment within the government.
