Philip Howell retired this past year as CEO and Superintendent of Financial Services at the Financial Services Commission of Ontario after a 42 year career in the public and private sectors. Prior to his appointment to FSCO in 2009, Phil held senior positions in the Ontario Public Service including Deputy Minister of Economic Development, Deputy Minister of Tourism, Associate Deputy Minister of Finance and Chief Economist for Ontario. Earlier in his career he also worked for the Bank of Canada, the Conference Board of Canada, a chartered bank and a major brokerage house.
Over the past 15 years Phil also served on boards of public sector agencies and business enterprises, a research institute and a not for profit community agency. Trained as an economist, Mr Howell holds an Honours BA from York University and an MSc in Economics from the London School of Economics.
